Service law refers to the legal framework that governs employment conditions for individuals working in various public service sectors, such as civil servants, government employees, armed forces personnel, police officers, and other public functionaries. In Pakistan, the principal law governing this domain is the Civil Servants Act, 1973. According to Section 2(b) of the Act, a civil servant is defined as a person who is a member of an All-Pakistan Service or of the civil service of the Federation, including posts connected with the Defence services. However, it does not apply to individuals on deputation from provinces, persons employed on contract or work-charged basis, or those classified as “workmen” or “workers” under the Factories Act, 1934 or Workmen’s Compensation Act, 1923.
